Google Ads lead quality improves when you measure real customer fit, check the intent behind enquiries, and connect campaign reporting to sales outcomes. A low cost per lead can hide irrelevant requests, duplicate submissions or missed follow-up. Before increasing spend, separate those problems: they need different fixes.
This guide is for Indian service businesses whose campaigns generate enquiries but too few useful sales conversations. Digi Amenity’s approach is to examine the journey from search to landing page to follow-up together, rather than judge the ads account by form submissions alone.
What counts as a qualified lead?
Write a definition your marketing and sales teams can apply consistently. For a website-development business, that might mean a real business contact who needs a service you provide, fits your delivery area and is willing to discuss the project. Asking about price does not automatically make someone a bad lead.
Separate four stages: a submitted enquiry, a contactable enquiry, a qualified opportunity and a customer. Decide what moves a person between stages. “Sales didn’t like it” is not a useful rejection reason; “requested a service we do not offer” is.
Keep a simple record with campaign source where available, enquiry date, service requested, contact status, qualification outcome and rejection reason. Use consistent labels so a change in staff interpretation does not look like a change in advertising performance.
Audit Google Ads conversion tracking before changing targeting
Check what the account currently rewards. A phone-link click is not the same as an answered call, and a form submission is not automatically a qualified lead. Test that a completed form records once and that validation errors or repeated page loads do not create false success signals.
Google distinguishes primary actions, which can inform bidding when their standard goal is selected, from secondary actions used for observation. A secondary action included in a custom goal is an exception: it can still be used for bidding. Review the actual campaign goals, not just the labels beside individual actions. Google explains primary and secondary conversion actions here.
Map your existing events before changing them. Record which event fires, where it fires, and what customer behaviour it represents. Avoid counting both a directly tracked form submission and an imported copy of the same outcome as separate successes without understanding the duplication.

Use search terms to understand poor lead quality
For Search campaigns, review the queries that actually triggered ads. Google’s search terms report lets you inspect these searches and their relationship to your keywords. Irrelevant searches can inform negative keywords. See Google’s search terms report guidance.
Look for patterns in the work people want: employment, training, free downloads, repairs versus installation, or products versus services. A training provider should not exclude “course”; an agency that does not sell training may have a different decision. Context matters more than copying a universal negative-keyword list.
Compare those patterns with your rejection reasons. If sales rejects installation enquiries because you only offer maintenance, tighten the message and review the relevant searches. If the enquiries match your service but arrive outside the area you can serve, inspect location settings and make coverage clear on the page.
Do not treat exact match as a guarantee of buyer intent or broad match as automatically unsuitable. Evaluate the matching approach alongside conversion signals, search-term evidence, budget and actual customer outcomes. If you need the setup basics first, read our guide to running Google Ads in India.
Improve landing page conversion quality, not just form volume
A page can attract more submissions while making the sales team’s job harder. Check whether the headline, service description and form promise the same thing as the ad.
- Explain fit: name the service, who it is for, the delivery area and meaningful exclusions.
- Set expectations: explain what happens after submission and what information the next conversation needs.
- Ask useful questions: request details that help route or qualify the enquiry. Do not add fields simply to make the form longer.
- Test on mobile: check labels, validation, submission confirmation and whether someone can recover from an error.
Adding qualification questions is a trade-off. You may receive fewer enquiries while learning more about each one. Evaluate the change using qualified opportunities and customer outcomes, rather than declaring success because submissions fell. Our web development services address the page and implementation side of that journey.
Measure cost per qualified lead alongside cost per lead
Use comparable cohorts: the same acquisition period, campaign scope and enough time for the sales process to progress.
- Cost per lead: ad spend divided by recorded leads.
- Cost per qualified lead: ad spend divided by leads meeting your agreed qualification criteria.
- Ad cost per acquired customer: ad spend divided by attributed new customers. This excludes other sales and operating costs.
Hypothetical example: Campaign A spends ₹12,000, records 40 enquiries and produces eight qualified opportunities. Its cost per lead is ₹300 and its cost per qualified lead is ₹1,500. Campaign B spends the same amount, records 24 enquiries and produces 12 qualified opportunities: ₹500 per lead and ₹1,000 per qualified lead.
B looks more promising at the qualification stage despite its higher headline CPL. It is not proven more profitable until you examine customers won, revenue quality and delivery economics. These numbers illustrate the calculation; they are not benchmarks or Digi Amenity client results.
Connect qualified leads to Google Ads when your process is ready
Enhanced conversions for leads supplements offline conversion measurement with user-provided data to help match later outcomes to ad interactions. It does not decide what a qualified lead means for your business. Google recommends qualified-lead or converted-lead goals in its Data Manager setup guidance. Review the current enhanced conversions for leads documentation and Data Manager instructions before implementation.
First ensure that the sales records are consistent, the import method is supported and the relevant consent and customer-data requirements are addressed. Test the import and inspect diagnostics. Do not upload a spreadsheet of uncertain labels simply to give bidding more events.
A small account with infrequent qualified outcomes may need a different transition plan from a business with steady, reliable sales data. Record a baseline and monitor the impact of measurement changes before interpreting movements in the dashboard.
Check follow-up before blaming the campaign
An uncontacted lead and an unsuitable lead are different problems. Track whether someone tried to respond, whether contact happened and whether the enquiry reached the right person. Agree who owns new requests during business hours and what happens outside them.
Review a manageable sample of enquiries with sales each week. Choose the strongest recurring issue, assign an owner and document one corrective action. If you change targeting, the landing page and the sales script simultaneously, it becomes harder to learn which change helped.
Frequently asked questions
Why are my Google Ads leads not converting?
Possible causes include mismatched intent, misleading offers, tracking errors, unsuitable landing pages or incomplete follow-up. Classify actual enquiry outcomes before choosing a fix; low sales alone does not identify the cause.
Is a low cost per lead always good?
No. Compare cost per qualified lead and customer outcomes. A cheap submission that does not match your service can consume sales time without creating a useful opportunity.
Should every enquiry be a primary conversion?
Review the business outcome each action represents and the goals selected for bidding. Secondary actions generally support observation, but actions in custom goals can still be used for bidding. The appropriate setup depends on the campaign and measurement plan.
Will negative keywords solve poor lead quality?
They can help exclude irrelevant searches in applicable campaigns. They cannot fix broken forms, an unclear offer or a sales team that never contacts suitable enquiries.
Should I add more form fields?
Add only questions that help route or assess an enquiry. Test the effect on completion and qualification together. A longer form is not automatically a better form.
Do I need a CRM before improving lead quality?
You can start with a controlled, consistently maintained lead log. A CRM becomes useful as routing, access, follow-up and reporting get more complex. Any later conversion import still needs a supported setup and trustworthy data.
How long should I wait before judging a change?
Allow for your actual enquiry-to-sale cycle and reporting delay. Compare mature cohorts, annotate changes and avoid drawing a conclusion from a handful of early outcomes. There is no universal evaluation period for every business.
